RESCUE-ENGINE STANDARDS

A. All Rescues-Engine/Pumpers to be numbered with 1-digit number per your station number unless more than 1 Rescue-Engine/Pumper in your station then use a 2-digit number for each additional unit.

Example: Rescue-Engine 2-1, Rescue-Engine 3,

Rescue-Engine 4-1, Rescue-Engine 5,

Rescue-Engine 6-1, Rescue-Engine 7,

Rescue-Engine 8-1.

B. The vehicle shall consist of a motorized piece of apparatus of minimum capacity

to carry the equipment named below without being overloaded. The vehicle

shall meet DOT specifications & shall not exceed chassis manufacturer's

G.V.W. It must be registered as an emergency vehicle & meet all codes of the

Maryland Motor Vehicle Administration or its successors.

C. It shall be equipped as follows.

  • Fire Pump

  1. Pump capacity of 1,000 GPM or more.

  1. Pump shall be tested annually in accordance with current NFPA 1911. Test results shall be given to the Standards Committee.

  • Water Tank

  1. Water tank capacity of 500 gallons or more.

  • Ground Ladders.

  1. All fire department ground ladders carried on the apparatus shall meet the requirements of NFPA 1931, Standards for Manufacture’s Design of Fire Department Ground Ladders.

  1. One (1) 10-ft. folding ladder mounted in a bracket fastened to the apparatus.

  1. One (1) 14-ft. minimum straight ladder equipped with roof hook mounted in a bracket fastened to the apparatus.

  1. One (1) 24-ft. minimum extension ladder mounted in a bracket fastened to the apparatus.

  1. One (1) 10-ft. to 16-ft. two (2) section ladder mounted in a bracket fastened to the apparatus.

  1. Stepladders and other types of multipurpose ladders meeting ANSI A14.2, Ladders – Portable Metal – Safety Requirements, or ANSI A14.5, Ladders – Portable Reinforced Plastic – Safety Requirements, with a duty rating of Type 1A or 1AA shall be permitted to substituted for the folding ladder.

  1. Ground ladders shall be annually tested in accordance with current NFPA 1932. Test results shall be given to the Standards Committee.

  • Suction Hose, Supply Hose, Fire Hose, Nozzles and Adapters.

  1. A minimum of 20-ft of suction hose.

  1. A minimum of 15-ft of supply hose with pump intake connection on one end and local hydrant connection on the other end

  1. Minimum of 1,200-ft. of 3-in hose with NST couplings or larger hose with storz couplings.

  1. If 4-in. or larger supply hose is used a minimum of 200-ft. of 2 ½-in. or 3-in. with NST couplings to be used as a hand line.

  1. Minimum of 400-ft. of 1 ½-in. or 1 ¾-in. or 2-in. fire hose with NST couplings, with a minimum of two (2) 150-ft. pre-connected.

  1. Fire hose shall be tested annually in accordance with current NFPA 1962. Test results shall be given to the Standards Committee.

  1. Two (2) 2 ½-in. 200 GPM minimum hand line nozzles.

  1. Two (2) 1 ½-in 95 GPM minimum hand line nozzle.

  1. One (1) play-pipe nozzle with shut-off with 1-in., 1 1/8-in., and 1 ¼-in. tips.

  1. Four (4) combination spanner wrenches mounted in a bracket fastened to the apparatus.

  1. Four (4) LDH spanner wrenches mounted in a bracket fastened to the apparatus if LDH hose is used.

  1. Two (2) hydrant wrenches mounted in a bracket fastened to the apparatus.

  1. Two (2) 2 ½-in. NST double female mounted in brackets fastened to the apparatus.

  1. Two (2) 2 ½-in. NST double male mounted in brackets fastened to the apparatus.

  1. One (1) 2 ½-in. NST female wye reducer with two (2) 1 ½-in. NST male shut-off discharges mounted in a bracket fastened to the apparatus.

  1. One (1) 2 ½-in. NST female to 1 ½-in. NST reducer mounted in a bracket fastened to the apparatus.

  1. If none of the pump intakes are valved, a hose appliance that is equipped with one or more gated intakes with female swivel connection(s) compatible with the supply hose used on one side and a swivel connection with pump intake threads on the other side shall be carried.

  1. Any intake connection larger than 3-in. shall include a pressure relief device.

  1. One (1) suction size x 2 ½-in. NST double female with swivel mounted in a bracket fastened to the apparatus.

  1. One (1) suction size x 4 ½-in. NST double female with swivel mounted in a bracket fastened to the apparatus.

  1. One (1) suction size x 6-in. NST double female with swivel mounted in a bracket fastened to the apparatus.

  1. One (1) suction hose size strainer mounted in a bracket fastened to the apparatus.

  1. If LDH supply hose is used a minimum of one (1) 4 ½-in. female x supply hose coupling with swivel mounted in a bracket fastened to the apparatus.

  1. Two (2) 4-in. x 5-in. storz with swivel mounted in a bracket fastened to the apparatus.

  1. One (1) rubber mallet, suitable for use on suction hose connection, mounted in a bracket fastened to the apparatus.

  1. Four (4) hose straps.

  1. Assortment of spare hose gaskets.

  • Generator and Electric Equipment

  1. One (1) 5,000-watt minimum generator.

  1. If the generator is not connected to the apparatus fuel tank or is not PYO or is not hydraulic, One (1) safety gas can mounted in a bracket fastened to the apparatus.

  1. Two (2) electric cord reel or other means to store and deploy 400-ft. of electric cord with twist lock connectors mounted in a bracket fastened to the apparatus.

  1. One (1) 5,000-CFM minimum explosion proof smoke ejector mounted in a bracket fastened to the apparatus.

  1. One (1) PPV fan can be substituted for the smoke ejector mounted in a bracket fastened to the apparatus.

  1. Four (4) 500-watt minimum portable flood lights with twist lock connectors mounted in brackets fastened to the apparatus.

  1. Two (2) 500-watt minimum direct wired flood lights.

  1. One (1) 3-way electric junction box with twist lock connectors mounted in a bracket fastened to the apparatus.

  1. Assorted electric pig tails and adapters.

  • Rescue Tools and Equipment

  1. One (1) hydraulic rescue tool power unit, gas or electric, mounted in a bracket fastened to the apparatus.

  1. One (1) hydraulic spreader rescue tool mounted in a bracket fastened to the apparatus.

  1. One (1) hydraulic cutter rescue tool mounted in a bracket fastened to the apparatus.

  1. One (1) hydraulic combo-rescue tool mounted in a bracket fastened to the apparatus may be substituted for the hydraulic speeder and cutters.

  1. One (1) 30-in. minimum hydraulic ram mounted in a bracket fastened to the apparatus.

  1. One hundred-ft. (100) of hydraulic rescue tool hose.

  1. Assorted cribbing able to secure at least two (2) passenger vehicles.

  1. One (1) air chisel with 100-ft. length of air hose with spare chisel points.

  • Miscellaneous Equipment

  1. One (1) 6-lb. minimum flathead axe mounted in a bracket fastened to the apparatus.

  1. One (1) 6-lb. minimum pick head axe mounted in a bracket fastened to the apparatus.

  1. One (1) pry axe mounted in a bracket fastened to the apparatus.

  1. One (1) point and chisel pick mounted in a bracket fastened to the apparatus.

  1. One (1) tunneling pick mounted in a bracket fastened to the apparatus.

  1. Two (2) 6-ft. pike poles mounted in brackets fastened to the apparatus.

  1. One (1) 8-ft. minimum nonconductive pike pole mounted in a bracket fastened to the apparatus.

  1. One (1) 36-in minimum crowbar mounted in a bracket fastened to the apparatus.

  1. One (1) 12-in. minimum Halligan-type tool mounted in a bracket fastened to the apparatus.

  1. One (1) 30-in. minimum Halligan-type tool mounted in a bracket fastened to the apparatus.

  1. One (1) “K” tool.

  1. Two (2) portable hand lights mounted in brackets fastened to the apparatus.

  1. One (1) approved dry chemical portable fire extinguisher with a minimum 80-B:C rating mounted in a bracket fastened to the apparatus.

  1. One (1) 2 ½-gal. or larger water extinguisher mounted in a bracket fastened to the apparatus.

  1. One (1) approved CO2 portable fire extinguisher with a minimum 10-B:C rating mounted in a bracket fastened to the apparatus.

  1. One (1) pair of small bolt cutters mounted in a bracket fastened to the apparatus.

  1. One (1) pair of large bolt cutters mounted in a bracket fastened to the apparatus.

  1. Two (2) 10-ft. lengths of 10-ton capacity chains.

  1. Two (2) 10-ft. lengths of 20-ton capacity chains.

  1. Two (2) 10-ton, manual or hydraulic, jacks mounted in brackets fastened to the apparatus.

  1. One (1) ½-ton come-a-long.

  1. Two (2) 12-ft x 14-ft. minimum salvage covers.

  1. One (1) rescue type saw with assorted tips/blades mounted in a bracket fastened to the apparatus.

  1. One (1) chain saw mounted in a bracket fastened to the apparatus.

  1. One (1) skill saw mounted in a bracket fastened to the apparatus.

  1. Two (2) pair of safety goggles.

  1. One (1) hand saw mounted in a bracket fastened to the apparatus.

  1. Two (2) long handled pointed shovels mounted in brackets fastened to the apparatus.

  1. Two (2) scoop shovels mounted in brackets fastened to the apparatus.

  1. One (1) 10-lb. minimum sledgehammer mounted in a bracket fastened to the apparatus.

  1. One (1) 8-lb. minimum non-sparking sledgehammer mounted in a bracket fastened to the apparatus.

  1. Two (2) brooms mounted in brackets fastened to the apparatus.

  1. Two (2) mops mounted in brackets fastened to the apparatus.

  1. One (1) mop bucket with wringer mounted in a bracket fastened to the apparatus.

  1. One (1) wet vac mounted in a bracket fastened to the apparatus may be substituted for the mops, mop bucket and mop wringer.

  1. Two (2) squeegees mounted in brackets fastened to the apparatus.

  1. One (1) bucket of absorbent.

  1. One toolbox containing the following;

a. One (1) 2-lb minimum hammer.

b. One (1) 3-lb. minimum hammer.

c. Two (2) hatchets.

d. One (1) claw hammer.

e. One (1) hacksaw with at least six (6) extra blades.

f. One (1) 8-in. minimum crescent wrench.

g. One (1) 10-in. minimum crescent wrench.

h. One (1) 12-in. minimum crescent wrench.

i. One (1) pair of tin snips.

j. One (1) 8-in. minimum pipe wrench.

k. One (1) sheet metal cutting tool or crash axe.

l. One (1) pair of regular pliers.

m. One (1) pair of 6-in. diagonal pliers.

n. One (1) pair of long needle-nose pliers.

o. One (1) ¾-in. cold chisel.

p. One (1) broad blade brick chisel.

q. One (1) 1-in. star drill.

r. One (1) set of Allen wrenches.

s. One (1) spring loaded center punch.

  • SCBA

  1. One (1) self-contained breathing apparatus (SCBA) complying with NFPA 1981, Standard on Open-Circuit Self-Contained Breathing Apparatus for Emergency Services, for each assigned seating position, but not fewer than four (4), mounted in brackets fastened to the apparatus or stored in containers supplied by the SCBA manufacturer.

  1. One (1) spare SCBA cylinder for each SCBA carried, each mounted in a bracket fastened to the apparatus or stored in a specially designed storage space.

  • Rope

  1. One (1) 150-ft length of general-use life safety rope meeting the requirements of NFPA 1983.

  1. One (1) 150-ft. length of light-use life safety rope meeting the requirements of NFPA 1983.

  1. One (1) 150-ft. length of utility rope having a breaking strength of at least 5,000-lb.

  1. Two (2) Class I life safety harness meeting the requirements of NFPA 1983, Standards on Life Safety Rope and Equipment for Emergency Services.

  • Foam Equipment

  1. Ten (10) gallons of foam shall be carried.

  1. One (1) foam educator shall be carried if the fire pump does not have built in foam proportion system.

  1. One (1) foam nozzle or foam tube.

  • EMS Equipment

  1. One (1) first aid kit.

  1. One (1) O2 kit.

  1. One (1) automatic external defibrillator (AED).

  1. One (1) long back board.

  1. One (1) short back board or extraction immobilization device.

  1. One (1) stokes baskets

  1. Fifty (50) triage tags.

  1. Six (6) cotton and wool blankets.

  1. One (1) per each crewmember; Respirator and gloves as recommended by the Center for Disease Control and Prevention, for airborne pathogens.

  1. One (1) Bio-Hazard Kit, consisting of;

  1. Four (4) each surgical mask.

  2. Four (4) each eye protection devices.

  3. Four (4) protective gowns.

  4. Two (2) red bio-waste bags.

  5. Ten (10) plastic trash bags.

  6. Twenty-four (24) paper towels.

  7. Twenty-four (24) clean toweletts.

  8. Two (2) cans of foam alcohol hand scrub.

  • Safety Equipment

  1. Two (2) or more wheel chocks, mounted in a readily accessible locations, that together will hold the apparatus, when loaded to its GVWR or GCWR, on hard surface with a 20 percent grade with the transmission in neutral and the parking brake released.

  1. One (1) traffic vest for each riding position. Each vest to comply with ANSI/ISEA 207, Standard for High-Visibility Public Vests, and have five-point breakaway feature that includes two at the shoulders, two at the sides, and one at the front.

  1. Five (1) fluorescent orange traffic cones not less than 28-in. in height, each equipped with 6-in. retro-reflective white band no more than 4-in. from the top of the cone, an additional 4-in. retro-reflective white band 2-in. below the 6-in. band.

  1. Five (5) illuminated warning devices such as highway flares, unless the five fluorescent orange traffic cones have illuminating capabilities.

  1. One (1) set, at least three (3), of emergency road triangles.

  1. One (1) roll of fire-line tape.

  1. Apparatus shall have warning signals in accordance with NFPA 1901 when the apparatus was ordered.

  1. Apparatus shall have an audible back-up alarm.

  1. Apparatus shall meet Federal DOT Standard for lighting, axle loads, tire size, frame capacities, height, width, etc.

  1. All equipment shall be mounted, maintained and in good working order at all times.

  • Radios and Reference Materials

  1. One (1) two-way radio to meet county standards.

  1. One (1) portable radio for each riding position to meet county standards.

  1. One (1) current Kent County Map Book.

  1. One (1) Map Book for all surrounding counties in which the company responds to an alarm.

  1. One (1) Emergency Response Guidebook (ERG).

  • Suggested Optional Equipment

  1. Stepladders and other types of multipurpose ladders shall be permitted to be carried provided they meet either ANSI A14.2, Ladders – Portable Metal – Safety Requirements, or ANSI A14.5, Ladders – Portable Reinforced Plastic – Safety Requirements, with duty rating of Type 1A or 1AA.

  1. Five (5) heavy duty 30-gallon minimum plastic trash bags.

  1. One (1) non-sparking shovel.

  1. Forty-eight (48) 30-minute road flares.

  1. Seven (7) additional traffic cones.

  1. One (1) 36-in minimum crowbar mounted in a bracket fastened to the apparatus.

  1. One (1) 2 ½-in. gate valve.

  1. One (1) portable pump.

  1. One (1) pair 7/16 minimum cut insulated bolt cutters.

  1. One (1) 12-lb minimum sledgehammer mounted in a bracket fastened to the apparatus.

  1. Two (2) 20-ton hydraulic jacks

  1. One (1) roll of 15-lb. tar paper or plastic sheeting at least 8-mil. Thick.

  1. One (1) 20-ton minimum port-a-power hydraulic kit.

  1. One (1) set of air bags.

  1. Assorted rolls of tape (duct tape, electric tape, cellophane tape, etc.).

  1. One (1) pair of binoculars.

  1. One (1) leak/plug kit.

  1. One (1) gas shut-off wrench.

  1. Two (2) pair of lineman’s gloves with leather glove protectors

  1. One (1) block and tackle.

  1. One (1) 4-bottle minimum 4,500 PSI minimum Cascade System.

  1. Cascade system shall be able to fill SCBA and SCUBA bottles
