I. Purpose
To establish a standard guideline for minimum qualifications to be an EMS Line Officer.
II. Definition
MFRI – Maryland Fire Rescue Institute.
MFSPQB – Maryland Fire Service Personnel Qualifications Board.
DWI – Driving While Intoxicated.
DUI – Driving Under the Influence.

III. EMS Chief
The qualifications for EMS Chief are as follows:
1. Shall be at least 21 years of age.
Shall have 5 years of experience in EMS.
Shall have a valid Maryland driver’s license or equivalent, with no record for DWI or DUI within the last two years.
Shall have a minimum certification as Maryland EMT-B or higher maintain such certifications while in office
Shall be a minimum certified MFSPQB Emergency Medical Service Officer I or equivalent or have successfully competed Emergency Medical Service Officer I or equivalent.
Shall have successfully completed MFRI Hazardous Materials Operations or equivalent
Shall have success fully completed the following NIMS training.
a. FEMA IS-700: NIMS, An Introduction.
b. ICS-100: Introduction to ICS or equivalent.
c. ICS-200: Basic ICS or equivalent.
d. ICS-300: Intermediate ICS or equivalent
e. ICS-400: Advanced ICS or equivalent
IV. Deputy EMS Chief
A. The qualifications for Deputy EMS Chief are as follows:
Shall be at least 21 years of age
Shall have 3 years of experience in EMS.
Shall have a valid Maryland driver’s license or equivalent, with no record for DWI or DUI within the last two years.
Shall have a minimum certification as a Maryland EMT-B or higher & maintain such certification while in office.
Shall be a minimum certified MFSPQB Emergency Medical Service Officer I or equivalent or have successfully completed MFRI Emergency Medical Service Officer I or equivalent
Shall have successfully completed Hazardous Materials Operations or equivalent.
Shall have successfully completed the following NIMS training.
a. FEMA IS-700: NIMS, An Introduction.
b. ICS-100: Introduction to ICS or equivalent.
c. ICS-200: Basic ICS or equivalent.
d. ICS-300: Intermediate ICS or equivalent.
8. The following NIMS training is recommended
a. ICS-400: Advanced ICS or equivalent.
V. Assistant EMS Chief
A. The qualifications for Assistant EMS Chief are as follows:
Must be at least 20 years of age.
Shall have 3 years of experience in EMS.
Shall have a valid Maryland driver’s license or equivalent, with no record for DWI or DUI within the last two years.
Shall have a minimum certification as a Maryland EMT-B or higher & maintain such certification while in office.
Shall successfully completed MFRI Hazardous Materials Operations or equivalent.
Shall have successfully completed the following NIMS training.
a. FEMA IS-700: NIMS, An Introduction.
b. ICS-100: Introduction to ICS or equivalent.
c. ICS-200: Basic ICS or equivalent.
d. ICS-300: Intermediate ICS or equivalent.
7. The following NIMS training is recommended
a. ICS-400: Advanced ICS or equivalent.
VI. EMS Captain
A. The qualifications for EMS Captain(s) are as follows:
Shall be at least 19 years of age.
Shall have 2 years of experience in EMS.
Shall have a valid Maryland driver’s license or equivalent, with no record for DWI or DUI within the last two years.
Shall have minimum certification of a Maryland EMR or higher & maintain such certification while in officer.
Shall successfully completed MFRI Hazardous Materials Operations or equivalent.
Shall have successfully completed the following NIMS training.
a. FEMA IS-700: NIMS, An Introduction.
b. ICS-100: Introduction to ICS or equivalent.
c. ICS-200: Basic ICS or equivalent.
The following NIMS training is recommended
ICS-300: Intermediate ICS or equivalent.
VII. EMS Lieutenant
A. The qualifications for EMS Lieutenant(s) are as follows:
Shall be at least 18 years of age.
Shall have 2 years of experiences in EMS.
Shall have a valid Maryland driver’s license or equivalent, with no record for DWI or DUI within the last two years.
Shall have minimum certification as a Maryland EMR or higher & maintain such certification while in office.
Shall have successfully completed MFRI Hazardous Materials Operations or equivalent.
Shall have successfully completed the following NIMS training.
a. FEMA IS-700: NIMS, An Introduction.
b. ICS-100: Introduction to ICS or equivalent.
c. ICS-200: Basic ICS or equivalent as determined.
7. The following NIMS training is recommended
ICS-300: Intermediate ICS or equivalent.
VIII. EMS Safety Officer
A. The qualifications for EMS Safety Officer are as follows:
Shall be at least 21 years of age
Shall have 3 years of experience in EMS.
Shall have a valid Maryland driver’s license, with no record for DWI or DUI within the last two years.
Shall have be a minimum certification as a Maryland EMT-B or higher & maintain such certification while in office.
Shall have successfully completed MFRI Hazardous Materials Operations or equivalent.
Shall have successfully completed the following NIMS training.
a. FEMA IS-700: NIMS, An Introduction.
b. ICS-100: Introduction to ICS or equivalent.
c. ICS-200: Basic ICS or equivalent as determined.
d. ICS-300: Intermediate ICS or equivalent.
7. The following NIMS training is recommended
a. ICS-400: Advanced ICS or equivalent.
IX. EMS Chief Engineer & Assistant EMS Chief Engineer(s)
A. The qualifications for EMS Chief Engineer and Assistant EMS Chief Engineer(s) are as
follows:
Shall be at least 21 years of age
Shall have 2 years of experience in fire suppression.
Shall have a valid Maryland Class “C” driver’s license, with no record for DWI or DUI within the last two years.
Shall have successfully competed MFRI Hazardous Materials Operations or equivalent.
Shall have successfully completed MFRI Emergency Vehicle Operator Course or equivalent or successful completion of the Company/Department Diver Operator Training Program
Shall have successfully completed the following NIMS training.
a. FEMA IS-700: NIMS, An Introduction.
b. ICS-100: Introduction to ICS or equivalent.
c. ICS-200: Basic ICS or equivalent.
